TOURNAMENT RULES
RULES OF PLAY:
- Knowledge of and adherence to the rules are essential to good sportsmanship and good competition. All events will be played in accordance with the Rules of Golf and Decisions adopted January 1, 2012 by the USGA. The WGAWP Tournament Committee will establish local rules when necessary. Local rules and special instructions will be posted on the first tee. All disputes will be settled by the Tournament Committee whose decision shall be final.
- SLOW PLAY POLICY: Rule 6-7 of the USGA rules of Golf - THE PLAYER MIUST PLAY WITHOUT UNDUE DELAY. PENALTY FOR BREACH OF RULE - Match Play - Loss of Hole; Stroke Play - Two Strokes. For repeated offense - DISQUALIFICATION. When a player or group is considered out of position, they will be warned to close the gap. If they continue to be out of position, they will be monitored and timed before the penalty is applied.
- ALL MEMBERS MUST REPORT TO THE TOURNAMENT ADMINISTRATOR AND BE READY TO PLAY 15 MINUTES BEFORE ASSIGNED STARTING TIME. TOURNAMENT ADMINISTRATORS HAVE THE AUTHORITY TO SEND PLAYERS OFF BEFORE THEIR TEE TIME AS LONG AS IT DOES NOT EXCEED 15 MINUTES. TIME OF STARTING - NOTE UNDER RULE 6-3 AND THE PRESCRIBED CONDITIONS FOUND IN APPENDIX I SHALL BE IN EFFECT AT ALL WGAWP EVENTS.
- If a member is UNAVOIDABLY DETAINED for her assigned starting time, she must attempt to notify the Host Pro Shop.
ENTRIES:
- There shall be a sufficient number of contestants to constitute a tournament. A member of the Executive Board and Tournament Committee will be present at each event.
- Entries are to be submitted with the player's USGA Handicap Index, as of the revision date indicated on the entry form. Players are eligible to apply only for tournaments in which their handicap index falls within the designated range. A player will use the USGA Handicap Index in effect on the date the competition commences.
- Only entries received between the dates specified for a tournament will be eligible for the field. PAIRINGS WILL BE MADE BY COMPUTERIZED RANDOM SELECTION.
- ALL ENTRIES ARE ACKNOWLEDGED. IF NO ACKNOWLEDGEMENT IS RECEIVED AT LEAST FIVE (5) DAYS PRIOR TO A TOURNAMENT, PLEASE CALL THE EXECUTIVE SECRETARY.
- Two-day spring and fall events are independent of all other tournaments. You are assured of getting in one if you enter both WITH THE SAME PARTNER. All Other Events - If a member is on the waiting list with the same partner(s) for two over-subscribed events during the current tournament season, she is assured of playing in the next over-subscribed event. EACH TOURNAMENT SEASON IS INDEPENDENT OF ANY OTHER.
CHANGES AND CANCELLATIONS:
- A member MUST notify the Executive Secretary PRIOR to an event of any change of partner or fellow competitors. If substitution occurs on DAY OF EVENT, the Tournament Administrator MUST be notified at least 30 minutes PRIOR TO STARTING TIME. Non-compliance will result in ineligibility for prizes.
- If a member MUST cancel her starting time for an event, she MUST notify the Executive Secretary before 3:00 P.M. the preceding day. IF SUBSTITUTION CANNOT BE MADE FROM A WAITING LIST, MEMBER WILL INCUR LUNCH AND CART CHARGES ONCE THE PAIRINGS ARE SENT TO THE HOST CLUB. Special circumstances will be reviewed by the Executive Board at the request of the player, if the request is made in a timely manner The cancellation policy for Two-Day Spring and Fall events will be disclosed in the acceptance letter. If it is necessary to cancel on the morning of play, she must notify the Host Club Pro Shop and lunch and cart charges will be incurred.
- Any event will be canceled or delayed only at the request of the Course Superintendent or an official at the host club or the Tournament Committee. If play must be canceled, results will stand and prizes will be awarded if three-fourths of the entrants have completed their rounds or if the entire field has completed nine holes.
SCORING AND WINNERS:
- Score cards MUST NOT BE ALTERED, i.e., handicap index or partners, without prior approal of the Tournament Administrator.
- All scorecards are the property of the Association. IT IS MANDATORY THAT A PLAYER RETURN A SIGNED AND ATTESTED SCOREARD IMMEDIATELY UPON COMPLETION FOR EACH EVENT. IN STROKE PLAY EVENTS, ALL PUTTS MUST BE HOLED OUT.
- A member who fails to report her score and/or does not play and complete all scheduled rounds of a tournament, unless she becomes ill or injured during play, may be ruled ineligible for subsequent events at the discretion of the Executive Board.
- A contestant may win only one prize in each event as stated in the rules of the tournament.
- When two or more players are tied for a trophy and a play-off is necessary (sudden death), any player unavailable for the play-off forfeits her claim to the trophy.
- Unless a play-off is specified in the rules of a tournament, in the event of a TWO-WAY TIE, places in the field will be determined by matching cards for 18 holes using handicap strokes as they fall on the card - if still tied, then "sudden death". In the event of a THREE-WAY TIE OR MORE, places in the field will be determined by the matching of cards - "sudden death". Losers in a match of cards for a last place prize either gross or net, will be awarded a consolation prize.
- The competition shall be deemed to have closed when the trophy has been presented to the winner, or in the absence of a prize ceremony, when all scores have been approved by the Committee.
GENERAL:
- Caddie assignments will be made by the Caddiemaster of the host club. A member must not bring a caddie, forecaddie, spotter, request a specific caddie assignment, or carry her own bag Special exemptions must be cleared by the Executive Board.
- Motorized carts or caddies are to be used, whenever they are available in all tournament play. CARTS ARE NOT GUARANTEED, PLEASE DO NOT ENTER A TOURNAMENT (INCLUDING MIXED EVENTS) IF A CART IS A NECESSITY. The field will not be delayed if a cart is not available. WGAWP will not be responsible for reserving or assigning carts to players. We will be governed by the rules and regulations of each individual club. If carts are limited, one cart per group of four may be assigned. Do not reserve carts in advance. DO NOT CHANGE PREFERENCE ON DAY OF PLAY.
- A player may obtain distance information by using a device that measures distance only. However, if during a stipulated round, a player uses a distance-measuring device that is designed to guage or measure other conditions that might affect her play (e.g. gradient, wind-speed, temperature, etc.) the player is in breach of Rule 14-3 for which the penalty is disqualification, regardless of whether any such additional functions are actually used.
- Wireless communication devices are NOT permitted on the golf course or in the clubhouse - except they CAN be used as a distance measuring device and as an application for USGA rules if acceptable at host club.
- A male partner must belong to a WGAWP member club and is permitted to play in ONLY TWO mixed events., e.i one Trophy Event (President's/Secretary's, Curley or Semple Cup) and one Mixed Better Ball of Partner's Event.
- Male Partner MUST play from the white tees in ALL mixed events.
- PROTECTION AGAINST LIGHTNING - The USGA suggests that players be informed that they have the right to stop play if they think lightning threatens them (Rule 6-8a).
- One dollar ($1) per person will be collected at the first tee for gratuity purposes of the host club staff.
- Do not call the host club for any special requests; this includes the Two-Day Spring and Two-Day Fall events.
NON-COMPLIANCE OF STATED POLICIES AND PROCEDURES
Members failing to comply with the policies and procedures set up by the WGAWP and in the WGAWP Bylaws will be notified and handled accordingly at the discretion of the Executive Board.
GRIEVANCES
Complaints and concerns of any kind should be submitted in writing to the RECORDING SECRETARY.
